Vermont Dispensary SEO and Board‑Ready Advertising
When Every Ad Waits on the Board, Search Is How Vermont Shoppers Reach Your Dispensary
Most of the ads you'd normally run for a Vermont dispensary either can't go out at all or have to sit with the Cannabis Control Board first. Your social posts can't even show a product photo.
That's a tight box, and 110 licensed retailers are in it with you. If you run a Vermont dispensary, I'd start with something you can control: can shoppers find your hours, location and menu when they search? I'd check your Google listing and website first, then look at whether paid ads are worth the extra work of meeting the Board's rules. ColaDigital does that work for Vermont operators.

Vermont Dispensary Check
Give us your website and the towns your dispensaries serve. Vee looks at where each one comes up on Google Maps, whether your age gate hides your menu from Google and which Board rules touch what you're running now, then emails you his findings, normally within two business days.

Vermont Cannabis Marketing in October 2026: Key Facts
- Retailers: the Cannabis Control Board counted 110 active retail licenses in September 2026
- Sales: about $262 million in regulated sales from June 2023 through October 2025, with 2025 months running roughly $11 to $13.7 million
- Review: each ad goes to the Board before it runs; staff answer within five business days, and silence lets it run on day six
- Audience: you can only use media where no more than 15% of the audience is expected to be under 21
- Purchase limit: a law signed June 18, 2026, lets adults buy up to two ounces of flower in one transaction
How the Cannabis Control Board Reviews Your Ads
You submit every ad before it's published. State law requires it, and the Board's guidance spells out how: you email the ad with your license number, where and when it'll run, and current audience data showing the 15% test is met. Staff respond within five business days of a complete submission. If no answer arrives, the ad can run from the sixth day, though you still answer for anything in it that breaks the rules.
Two changes from the 2025 settlement between the Board, Flora Cannabis and the Vermont Cannabis Action Fund make the process easier to plan around. You can get a reusable ad layout approved once, in 10 business days, and it stays valid for 12 months. Ads inside your dispensary can be reviewed during an inspection instead of one by one. Neither change gets you found on Google, though. That's separate work: keeping your Google Business Profile accurate, making your website useful and giving shoppers clear information about each dispensary.

Vermont Cannabis Advertising Rules, Summarized
Checked October 22, 2026, against Vermont's cannabis advertising law and the Board's August 2026 guidance.
| Topic | How it affects your dispensary |
|---|---|
| Before running | Submit every ad to the Board; it replies within five business days, or the ad may run from day six |
| Audience | Under-21s can be no more than 15% of whoever an ad will likely reach; general-public ads are presumed to fail until you show otherwise |
| Health warning | The Board's exact warning on every ad, legible, on each slide, and on screen about 14 seconds in video |
| Content | Nothing false or misleading, no overconsumption, no curative or therapeutic claims, nothing that appeals to people under 21 |
| Free product | No free cannabis or samples; penny sales count as giveaways; BOGO, loyalty and percent-off deals are allowed if otherwise lawful |
| Social media | Posts reviewed first; text descriptions only, no product photos, no "shop now" buttons; your account has to be age gated |
| Websites | An age gate as the first thing a visitor sees on every visit, including direct visits to inner pages, with no cookie that skips it later |
| Email and text | Only to customers age-verified and signed up in person at your dispensary who agreed to promotions; copy the Board on each send |
| Sealed envelope to a confirmed 21+ addressee; no postcards, flyers or "current resident" mail | |
| Windows and signs | Anything visible from outside counts as an outdoor ad; directional signs stick to name, logo, address, hours and direction; billboards fall under Vermont's billboard law |
Our ad creative rules page goes deeper on imagery, wording and warnings. Vermont pairs an 85% audience rule with pre-submission and still allows loyalty, BOGO and gift cards, which our US dispensary rules comparison sets against other states.
Where Vermont Cannabis Sales Happen, County by County
The Board's February 2026 market study broke regulated sales down by county for June 2023 through October 2025. Chittenden leads by a wide margin, and one county has no licensed retailer at all.
| County (main town) | Cumulative sales, June 2023 to October 2025 | Why it matters to you |
|---|---|---|
| Chittenden (Burlington) | $65.9 million | About a quarter of all sales and 20 active licenses by October 2025, so the few top spots on Google's map are hard-fought |
| Windsor (White River Junction) | $40.9 million | Second in sales, spread across several towns along I-89 and I-91 |
| Rutland (Rutland) | $28.8 million | One main city where a complete listing and steady reviews stand out |
| Washington (Montpelier and Barre) | $24.5 million | Two neighboring hubs, so a shopper in Barre can see different dispensaries than one in Montpelier |
| Windham (Brattleboro) | $19.5 million | Borders Massachusetts and New Hampshire, so your listing should name the town clearly |
| Lamoille (Stowe and Morrisville) | $16.5 million | Strong sales for its size, so a well-kept listing goes a long way |
| Essex | No licensed retailer | Residents look to neighboring counties |

The same study found that 16.8% of recent buyers had purchased in a county other than their own. In a small state, your dispensary competes with shops one valley over, not just the ones on your own main street, and which ones a shopper sees depends on where they're standing when they search.

Your Vermont Website: An Age Gate on Every Visit
This is the Vermont rule I'd check first. The Board wants the age gate to be the first thing on every unique visit, including someone landing straight on a product page, and a cookie can't remember a returning shopper. Built carelessly, that kind of gate can stop Google from reading anything behind it, and it adds a step each time a regular checks your menu.
You can test it in two minutes. Open one of your menu pages in a private browser window, then paste the same address into the URL Inspection tool in your Google Search Console account and look at what Google saw. If all it saw was the age gate, that's worth digging into, and we'd check whether your location and menu details show up anywhere else Google can reach. The guidance doesn't say how a gate should treat Google, so I'd confirm any setup with the Board before relying on it. What we're after is a gate that meets the rule while your address, hours, categories and menu text stay readable to search engines.
Since your social posts can't carry product photos, the menu behind your age gate has to do more of the selling. We check that the menu loads properly, shows what you actually sell and helps shoppers decide before they visit.

Find Out Where Shoppers See Your Vermont Dispensaries
Tell me which towns you serve and anything the Board has sent back to you. I'll look up where each of your Vermont locations lands on Google Maps and in regular search, test whether your age gate blocks Google from your menu, and send the fixes I'd start with.
- Google Maps position for each location
- Age gate and menu test
- A short, ordered fix list
There's no charge. Vee opens each Vermont request himself and typically answers by the second business day.
Paid Ads in Vermont: Narrow Channels, Five-Day Reviews
Because more than 15% of Vermont's population is under 21, the Board treats general-audience ads as failing the test until you prove otherwise. That leaves narrower channels: periodicals and broadcasts already verified on the Board's list, and online campaigns aimed at adults 21 and over through a vendor that can estimate age. We plan these with the five-day clock in mind and reuse approved layouts for recurring offers.
With just one dispensary, I'd usually hold paid media until your listings and site are in good shape. Every ad needs audience data, the full warning and a review, so each one takes real effort, and the payoff is harder to see.
Being Recommended in AI Answers in Vermont
Seasonal hours are high on my list to check when an AI assistant gives the wrong information about a Vermont dispensary. When your Business Profile says one thing, your website another and a directory a third, an assistant asked "which dispensary near Stowe is open late?" may skip you or repeat the wrong closing time. We keep your hours, address and name in step across Google, Apple Maps and the directories, write purchase limits, ID and payment details as text that sits past the age gate, and add the behind-the-page code that tells Google those same details.
What We Do First for a Vermont Dispensary
Listings and the Age Gate
We start with the licensed retailers around you and the counties your buyers drive in from, then fix your Business Profile and the gate, since neither waits on Board review.
Ads Built for the 15% Test
Any paid piece is checked against the audience rule before it's drafted, reusing a Board-approved layout where we can, and sent in with time to spare.
Numbers by Town
Each dispensary gets its own Google Maps spot, click counts and requests for directions, so you can see which towns are growing and which aren't.
Vermont Cannabis Marketing Pricing (USD)
Our Vermont retainers run from $2,000 monthly up to $10,000 or more for groups with several licenses or extra channels. What you pay reflects the number of locations, how crowded your towns are on Google Maps and how much your listings and site need before growth can start. We bill in USD, quote Canadian clients in CAD and keep ad spend separate from our fee.
Vermont from $2,000 per month; multi-license groups $10,000+ (USD; CAD quotes for Canada)
Media budget billed separately

Vermont Cannabis Marketing FAQs
Do Vermont Cannabis Ads Need Board Approval Before They Run?+
Every ad has to be submitted to the Cannabis Control Board before it runs. The Board replies within five business days of a complete submission, and if it doesn't, the ad may run from the sixth day.
What Is Vermont's 15% Audience Rule?+
You can advertise somewhere only if you can expect under-21s to make up no more than 15% of the people it reaches. The Board presumes general-public ads fail that test unless current audience data shows otherwise.
Can Vermont Dispensaries Post Product Photos on Social Media?+
No. Social posts can describe products, prices and deals in text, but product photos and images aren't allowed. Photos can go on an age-gated website instead.
Does Every Vermont Cannabis Ad Need a Health Warning?+
Yes. Each ad carries the Board's warning word for word, readable at the same distance as the ad, and on screen for about 14 seconds in video.
How Does a Vermont Dispensary Website Age Gate Have to Work?+
It must be the first thing a visitor lands on, ask them to confirm they're 21 or older, and appear on every unique visit. A cookie that lets returning visitors skip it isn't permitted.
Can Vermont Dispensaries Run Discounts or Giveaways?+
Percent-off sales, buy-one-get-one deals, loyalty programs and local-resident discounts are allowed if otherwise lawful. Free cannabis and samples aren't, and penny sales count as giveaways.
How Much Cannabis Can Someone Buy in Vermont?+
A law signed June 18, 2026, raised the limit so adults 21 and over can buy up to two ounces of flower from a licensed retailer in one transaction.
Is ColaDigital Based in Vermont?+
No. We work remotely and plan around the towns and counties your dispensaries serve.
Do You Work With Vermont Cultivators and Manufacturers?+
Yes. Licensed growers, manufacturers and wholesalers answer to the same ad rules, so we plan their search content with the same care.
