Arkansas Medical Dispensary SEO and Rule‑Compliant Ads

No Coupons, No Rebates: How Your Arkansas Dispensary Earns Patients Anyway

Your Arkansas dispensary can't run coupons, rebates or promotions, and the market that grew last year has slipped this year. Arkansas dispensaries sold a record $291.1 million of medical marijuana in 2025, up 5.5% on 2024, according to Department of Finance and Administration figures reported by Talk Business & Politics. The first half of 2026 came in 2.6% lower at $140.3 million, even as active patient cards climbed to 119,452 by October 17, 2026. About 37 licensed dispensaries share that market, under a rule that caps the state at 40.

What makes Arkansas different is how little you can use to stand out. Every ad you run carries four required statements, and an ad on TV, radio, print or the internet needs proof that at least 70% of the people it reaches are 18 or older. So I'd start with your site and your Google Business Profile, then check any paid ad of yours against Arkansas's rules before it runs. We handle exactly that for Arkansas owners, plus what AI assistants tell patients about you and the paid ads that can clear the rules.

Arkansas Listing Checkup

Send your site and the list of Arkansas towns you serve. Vee pulls up every Arkansas location you run on Maps next to the other licensed dispensaries in its zone, reads a few of your live ads and posts for the four required statements and any promotion language, and emails you the fixes he'd start with, normally by the end of the second business day.

No fee. Nothing you send leaves ColaDigital, and there's no sales pitch afterward.

Arkansas Medical Marijuana Facts and Dispensary Ad Rules

  • Status: medical only under Amendment 98; the 2024 expansion measure's votes weren't counted, and no cannabis question is on the 2026 ballot
  • Patients: 119,452 active patient ID cards on October 17, 2026 (Department of Health)
  • Sales: $291.1 million in 2025 and $140.3 million from January through June 2026 (state figures, via Talk Business & Politics)
  • Dispensaries: about 37 licensed, against a cap of 40 across eight zones and no more than four per county
  • Promotions: no coupons, rebates or promotions on your medical marijuana sales outside a compassionate care plan
  • Audience test: your broadcast, print and online ads require proof that under-18s can't exceed 30% of viewers

The Four Statements Every Arkansas Dispensary Ad Must Carry

Every ad you run has to carry these four statements, word for word, under the dispensary rule from the state's Alcoholic Beverage Control Division:

StatementRequired wording
Patients and children"Marijuana is for use by qualified patients only. Keep out of reach of children."
Pregnancy"Marijuana use during pregnancy or breastfeeding poses potential harms."
FDA"Marijuana is not approved by the FDA to treat, cure, or prevent any disease."
Driving"Do not operate a vehicle or machinery under the influence of marijuana."

That's four full sentences on a social post, a menu banner or an email header, which is a lot of space. I'd have your designer set them once as a reusable block, check the wording letter by letter against the rule, and paste that block every time, because a paraphrased warning is easy to slip in and hard to defend. One agency guide we read already gets the pregnancy line wrong.

Arkansas's Dispensary Advertising Rules in Plain Terms

RuleWhat it says
Honest contentStatements and assertions can't deceive or mislead, and they can't be false
ChildrenNothing a reasonable reader would see as aimed at kids
State linesNothing encouraging people to carry medical marijuana across state lines
Use and intoxicationNo showing consumption, promoting marijuana as an intoxicant or encouraging excessive or rapid use
Medical symbolsNo cross, caduceus or other symbol associated with medicine or pharmacy
Where ads can runYour ads stay outside a 1,000-foot ring around public and private schools and daycares, and off transit, transit shelters and public property
AudienceBroadcast, print and internet ads need documented evidence that 70% or more of the expected audience is 18 or over
PromotionsNo coupons, rebates or promotions unless part of a compassionate care plan filed with the license application
SignsNo more than three signs visible to the public, none over 36 square feet, in the window or on the building
Growers and processorsNo advertising to the public; marketing only to licensed dispensaries and cultivators

Source: the Division's rule "Oversight of Medical Marijuana Cultivation, Processors, and Dispensaries," as published by Cornell's Legal Information Institute, current through May 2025 (full citation at the foot). The rule allows suspension, revocation or a fine for violations; we found no published dollar schedule and no pre-approval requirement.

Arkansas's Supreme Court ruled on December 11, 2025 that the Legislature can amend Amendment 98, reversing a 2023 decision that had struck down more than two dozen legislative changes, advertising limits among them. As I read it, that leaves these rules standing for you. Arkansas has a row beside every other covered state in the ad creative rules guide we maintain. Arkansas's coupon and discount ban is rare, and our 50-state dispensary advertising guide shows which states still let you run deals.

Patient Discounts Only Through a Compassionate Care Plan

The rule that changes your marketing most says licensed facilities "shall not offer any coupons, rebates, or promotions for medical marijuana purchases, unless offered as part of a compassionate care plan presented to the Medical Marijuana Commission as part of the application for licensure." So your patient discounts can exist, but only if they were in the plan the Commission saw.

Here's where that meets search. Some agency pages aimed at Arkansas dispensaries suggest going after searches like "dispensary deals." I wouldn't build content or ads around a word your dispensary can't legally deliver on. I'd spend that energy on what you can say: product availability, pharmacist consultations, hours and how to get a card.

Billboards, Building Signs and Missouri Next Door

The rule never uses the word billboard, but the 30% under-18 audience test covers outdoor in practice. The Commission's spokesman told 5NEWS that a dispensary would need to show children don't regularly see its billboard, which he called close to impossible. On your own building, the rule allows three signs at most, each no larger than 36 square feet, in the window or attached to the outside.

The frustrating part is next door. Missouri and Oklahoma dispensaries aren't covered by Arkansas's rule, and a dispensary owner writing in Marijuana Moment in October 2026 argued that out-of-state operators can advertise on Arkansas billboards that in-state dispensaries can't use. 5NEWS reported the Commission has no authority over them. If you operate in Fort Smith or Bentonville, I'd check how your dispensary shows up next to licensed competitors on the map and in Google's ordinary listings. That's something you can improve without an interstate billboard campaign.

Medical Symbols and the Pharmacist Notice

Arkansas bars dispensaries from using a cross of any color, a caduceus or any other symbol associated with medicine or pharmacy, in ads and on signs. A green cross logo, common in other states, isn't allowed here. Check your Google Business Profile photos and social avatars too, since an old logo can linger there long after a rebrand.

You're also required to "Post information on the website of the dispensary regarding a consultation with a pharmacist consultant." I'd put that notice where patients will actually see it, not buried in a footer.

Arkansas Medical Marijuana Sales and Patients

Sales set a record in 2025 at $291.1 million, beating the previous high of about $283 million in 2023, with 79,223 pounds sold and $32.3 million in state tax collected, per Department of Finance and Administration figures reported by Talk Business & Politics. The first six months of 2026 totaled $140.3 million, against $144 million a year earlier.

Patient cards kept rising while sales eased, from 115,113 active when 2025 closed to 119,452 by October 17, 2026, by the Department of Health's count. With no promotions to lean on, I'd focus on your dispensary being easy to find, accurate about stock and hours, and clear about the consultation your patients can get.

Arkansas's Eight Dispensary Zones and License Limits

The Medical Marijuana Commission licenses dispensaries by zone, and the state's dispensary list by zone is published only as a PDF we didn't download. The structure itself comes from the Commission's licensing rule.

LimitRuleWhat it means for marketing
Dispensary licensesAt least 20 and no more than 40 statewide; about 37 licensed in 2026Little room for new entrants, so most of your competitors are known names you can track
ZonesLicenses spread across eight geographic zonesPatients in rural zones may drive past several towns to reach you, which makes directions and hours essential
Per countyNo more than four dispensaries in any one countyIn Pulaski, Washington or Benton County you're competing with up to three others for the same local searches
CultivatorsAt least four and no more than eight; eight licensed in 2026Brands can't advertise to the public, so you carry the product story

Proof From a Texas Clinic and Our Dispensary Clients

No Arkansas business has worked with us so far. What follows is documented work for one Texas medical practice plus dispensary clients in Texas and Ontario, every result tied to its timeframe. Treat it as evidence of method; in Arkansas, results would hinge on your zone and the dispensaries around you.

Because Arkansas is medical only, the closest match in our work is Texas 420 Doctors, a practice offering telehealth evaluations for medical cannabis to Texans. Paid search plus Meta advertising we managed for it generated 1,580 leads inside a four-month window, split across the first two tiles, and no ad was disapproved. Its website was rebuilt in August 2026, coded by a developer, with ColaDigital running SEO through the switch. The 2024 Arkansas measure that went uncounted would have allowed telemedicine assessments, so I'd check the current rules before modeling anything on that campaign, and your Arkansas version would carry the four statements and meet the 30% audience test.

What AI Tools Tell Arkansas Patients About Your Dispensary

Ask an AI assistant for "the best dispensary deals in Little Rock" and it may happily answer, drawing on directories and menu sites that aren't bound by Arkansas's promotions ban. If one of those sources still shows an old discount for your dispensary, the answer can put a promotion in your name that you're not allowed to offer.

So the check I'd run is simple: ask two assistants about your dispensary by name and see whether any deal, coupon or outdated hours come back. After that, we fix what we can on your site and on the listings we're allowed to update, then make sure Google reads the same details patients see. What an assistant ultimately says isn't in anyone's hands, but stale promotion claims on listings you control can be fixed.

How We Work With an Arkansas Dispensary

  1. Bring Your Ads, Signs and Listings Into Line With the Rules

We go through your ads and posts looking for the four statements, promotion wording and medical symbols, check your sign count, and fix Business Profile details and photos for each location.

  2. Build Search for Each Town and Zone You Serve

Your patients in Jonesboro or Hot Springs should reach the closest location's hours, menu, consultation notice and directions in one step.

  3. Add Paid Ads Once the Audience Evidence Is in Hand

Your paid ads begin only when the 30% under-18 evidence is on file, and your monthly report tracks Maps views, visits to your website and direction taps at every location.

Arkansas Cannabis Marketing Pricing (USD)

Your Arkansas program begins at $2,000 monthly. Add several dispensaries or year-round paid media and it can run past $10,000. What sets the figure is your location count, the competition inside your zone and the cleanup your listings need. American clients pay in USD, Canadians in CAD, and ad spend stays outside our fee.

Arkansas Dispensaries and Cultivators We Work With

We fit you if you run a licensed Arkansas dispensary, own locations in more than one zone, or cultivate or process for them, and you want Google to bring you more patients without breaking the state's ad rule. Arkansas restricts promotions, medical symbols and outdoor advertising, so I'd review your current campaigns and signs before recommending anything new. Any testing lab or other vendor selling to licensees has more to learn from our B2B case study.
