Texas Medical Cannabis Marketing
Texas Medical Cannabis Marketing for TCUP Dispensaries and Prescribing Doctors
Texas's Compassionate Use Program is expanding. HB 46 calls for 15 dispensing-organization licenses, up from the original three. DPS selected nine applicants in its first expansion phase and another three conditionally in April 2026, but conditional selection isn't permission to dispense. The law also allows approved satellite locations for secure storage and distribution. For dispensing organizations, prescribing doctors and telehealth clinics, that means more competition for patients across Texas.
We've done this in Texas already. Our search and social campaigns gave Texas 420 Doctors a total of 1,580 qualified patient leads across a four-month stretch, and we rebuilt 40 of their patient pages in 2026.
"After roughly 5 months of working with ColaDigital, we can confidently say that we made the right choice and we have seen more traffic to the site and more leads coming in." Don Henke, Sales Manager, MMI Agriculture

Texas's Medical Program in 2026
| What changed | Detail | Source |
|---|---|---|
| Dispensing organization licenses | 15 in total under HB 46, up from 3 | Texas DPS |
| New licenses so far | 9 selected in Phase I (December 2025) and 3 conditionally selected in Phase II (April 1, 2026), each with 24 months to become fully operational | Texas DPS, Phase II |
| Satellite locations | Allowed for storage, distribution and patient pickup, one per public health region before a second in any region | HB 46 bill text |
| New qualifying conditions | Chronic pain lasting more than 90 days, traumatic brain injury, Crohn's disease and other inflammatory bowel disease, and terminal illness or hospice or palliative care | HB 46 bill text |
| Product limits | Up to 10 mg of THC per dosage unit and 1 gram per package or inhalation device. Vapor or aerosol is allowed when the doctor finds it medically necessary, and smoking isn't | HB 46 bill text |
| Federal registration | Texas is one of the seven states where the DEA issued its first dispensary registrations on October 30, 2026 | Justice Department |
What this means for marketing: a patient in Houston or El Paso who used to have one or two places to fill a prescription will soon have several, some of them close by. The dispensing organization that's easiest to find and easiest to understand will get the first look.
What Texas Requires in Your Ads
The DPS License Number
DPS rules say every advertisement for activity regulated under the program has to show the dispensing organization's license number, in type the same size as the ad's main text (37 TAC §12.2). That catches more than people expect. Website banners, social posts, email headers and printed handouts can all count as ads.
Google and Meta Rules
Federal rules sit on top. Google and Meta still don't allow ads that sell THC products, and DEA registration didn't change that. What prescribing doctors and telehealth clinics can usually advertise is the evaluation. That's how our Texas 420 Doctors campaign ran on both platforms without a single disapproval.
Medical Claims
Medical claims are the other trap. Texas lists the conditions that qualify, but your pages and ads still shouldn't promise that cannabis treats them.
What Texas Patients Ask Before Their Evaluation
Texans look this program up a lot. Each month, roughly 2,400 people search "texas compassionate use program", and about as many search "texas medical marijuana" and "texas medical marijuana dispensary". Underneath those big searches are the questions that decide who gets the patient:
- Do I qualify now that chronic pain counts?
- Is the doctor registered in CURT, and can I see them online?
- Which dispensing organization near me has my product in stock?
- Can my prescription be delivered, or do I pick it up?
When we rebuilt Texas 420 Doctors' site, those were the pages we started with. Their organic traffic in July 2026 ran 75.5% ahead of June as those pages went live. Read the SEO case study
How AI Answers Pick a Texas Clinic or Dispensary
Patients can ask ChatGPT, Gemini or Google where to find a medical marijuana clinic or dispensary in Texas. I don't assume those tools will recommend the same businesses. In your review, I check the questions your patients are likely to ask, record which clinics or dispensing organizations appear, and look at whether their pages explain the Texas program clearly and accurately.
How We Work With Texas Operators
Fix the Pages Patients Read First
Eligibility, the CURT process, what a visit costs, where to fill a prescription. Each with a DPS or state source a patient can click.
Build a Page for Each Region You Serve
Patients near a new satellite pickup location won't find it unless it gets a verified Google listing and a dedicated spot on your website. Without both, it sits behind the dispensing organization that's already known in that region. For Texas 420 Doctors we built separate pages for El Paso, Houston, San Antonio, Austin, Dallas, Fort Worth and Arlington.
Add Ads Where They Earn Their Keep
Google Search and Meta for doctors and telehealth clinics, checked against the platform rules and the DPS license-number rule before anything goes in.
Texas Regions We Cover
Texas is split into 11 public health regions, and HB 46 lets a dispensing organization open a satellite location in each one before adding a second anywhere. So I plan Texas work region by region.
Lubbock and Amarillo both sit in Region 1. Hidalgo and Cameron counties in the Rio Grande Valley sit in Region 11. When I map your locations, I start with the regions you already serve and the ones where you've got no pickup point yet.

What Changes When a Satellite Location Opens
- 1DPS approves the location
- 2Listing and page ready before opening day
- 3Every ad checked for the license number
When a satellite pickup location is approved, I'd prepare its Google listing and a dedicated page before opening day. The page should explain where patients go, when pickup is available and what they need to bring. I'd also link it from your main location page.
DPS also requires the license number on advertisements for regulated dispensing activities, so I'd check every ad for it. If the address, hours or pickup steps are missing from the site or the Google listing, you're making it harder for someone to choose your location.
Lessons From Texas 420 Doctors
When we worked on Texas 420 Doctors' site, we built pages for the questions patients need answered before an evaluation: what qualifies, how CURT works and whether they can see a doctor remotely. Those are the pages I'd write first for another Texas clinic.
On the ads side, Google leads cost about $31 each and Meta leads about $13. Meta's leads cost less, but I'd still check how many of each became patients before moving money between them.

Talk to Vee About TexasTexas Medical Cannabis Marketing FAQs
Can a Texas dispensing organization advertise on Google?
Not to sell THC products. Google and Meta still don't allow that in the US. Doctors and telehealth clinics can usually advertise evaluations, and a dispensing organization can still win patients through search, Maps and AI answers.
Does my license number have to be on my ads?
Yes. DPS rules require the dispensing organization's license number on every advertisement for regulated activity, in type the same size as the ad's main text.
Which states did the DEA register dispensaries in first?
Alabama, Mississippi, Florida, Texas, West Virginia, Virginia and South Dakota, all announced together on October 30, 2026. Further registrations will follow in stages.
What new conditions qualify in Texas?
HB 46 added chronic pain lasting more than 90 days, traumatic brain injury, Crohn's disease and other inflammatory bowel disease, and terminal illness or hospice or palliative care. Patients still need a registered physician to prescribe through CURT.
How fast can a new satellite location rank in Maps?
Usually a few months, once the Google listing is verified and the location has its own page. The first weeks go to getting the address, hours and categories right everywhere.
