Maryland Dispensary SEO and Compliant Advertising
With Maryland Sales Flat, Your Next Customer Is Choosing Between You and the Shop Nearby
Maryland's statewide cannabis sales have changed relatively little over the past two years, but those totals say nothing about your own dispensary. My starting point would be the licensed competitors nearby and how shoppers find and compare your locations. And the usual ways to reach shoppers, like billboards, are banned or tightly fenced.
The market is still big: about $100 million a month this year, $917.2 million from January through September, spread across 128 licensed dispensaries, with the median gram at $7.68. Your ads can only run where audience data shows at least 85 of every 100 viewers are likely to be 21 or older, and every social media ad needs its own 21+ notice. So I'd start where Maryland shoppers already look: Google Maps, local search, AI answers and a website they can actually get into. That's the work ColaDigital does for Maryland operators, with any paid media built to fit the rules the Maryland Cannabis Administration enforces.
"After roughly 5 months of working with ColaDigital, we can confidently say that we made the right choice and we have seen more traffic to the site and more leads coming in." Don Henke, Sales Manager, MMI Agriculture

Maryland Dispensary Marketing Facts for Fall 2026
- Sales: $917.2 million from January to September 2026, after $1.17 billion in 2025 (state cannabis dashboard)
- Dispensaries: 128 licenses, 125 standard and 3 micro, with Baltimore County and Montgomery County holding the most locations
- Audience: TV, radio, web, app, social and print ads need data showing 85% or more of viewers are expected to be 21+
- Age screen: your website has to ask for a date of birth before showing content; a yes/no button doesn't count
- Penalties: fines start at up to $1,000 and climb to as much as $50,000 for repeat violations within 24 months
Check Your Website's Age Screen First
It's a quick fix, and an easy one to get wrong. The state's August 2026 guidance says the screen has to be "neutral," which it defines as asking the visitor to enter a date of birth before any content loads or any personal information is collected. Three setups fail that test:
- A pop-up with "Are you 21?" and yes and no buttons
- A cookie that skips the screen on the next visit
- Automated or AI age checks that never ask for a birth date
Open your site in a private window right now. If you can get in without typing a date, you're out of line with the guidance. Patients under 21 can be given a separate path that uses their patient number instead.
Google matters here too. A screen that hides your address, hours and menu from Google makes your dispensary harder to find, so we set it up to meet the rule while those basics stay readable. I'd confirm the final setup with your compliance lead, since the guidance doesn't spell out how search engines should be handled.

Maryland Cannabis Advertising Law in Plain Terms
We read this against the Maryland Cannabis Administration's advertising bulletin on October 22, 2026 (version 1, updated August 24, 2026) and the legislature's fiscal note on this year's sign law.
| Topic | The rule, as it touches your dispensary |
|---|---|
| Audience | Broadcast, web, app, social, other electronic and print ads only when recent data puts 21+ viewers at 85% or more; routing an ad through a blog or third-party site doesn't get around it |
| Youth appeal | No targeting under-21s and no lookalike candy, snacks or drinks, cartoons, mascots, celebrities, neon colors, superhero or magic themes, or scratch-and-sniff effects |
| Consumption | No images of smoking, vaping or eating cannabis, and nothing promoting it as an intoxicant |
| Outdoor | No billboards, wall ads or other publicly visible ads, apart from the sign exceptions below |
| Social media | Each social media ad needs its own 21+ notice on the post itself; a pinned post or profile line isn't enough |
| Website | A date-of-birth age screen before content or data capture, with no skip cookie |
| Merchandise and mail | Branded merchandise only to adults 21+ on premises or at a compliant event; mail only to a 21+ adult at home, sealed, with no visible advertising |
| Third parties | Hiring an agency doesn't shift responsibility, and you answer for others using your name in a non-compliant ad; unpaid news and editorial mentions are fine |
| Penalties | Up to $1,000, then $10,000, $25,000 and $50,000 for each further violation within 24 months |

What Maryland's New Sign Law Changed for Dispensaries on July 1, 2026
Maryland's outdoor ban used to leave you with little more than a name on the door. The 2026 law kept the ban but carved out room for practical signs. The state's bulletin now allows:
| Sign type | What's allowed |
|---|---|
| Exterior identification | Your licensed name or registered trade name and logo, with no size limit; an affiliate's name alone isn't enough |
| Exterior operational | Up to 900 square inches per sign and 1,200 in total, for things like contact details, adverse-event information and a verifiable ownership or "Social Equity Licensee" designation |
| Interior displays | No size limit, provided what's shown meets the rest of the advertising rules |
| Older painted signs | Signs painted on a permanent structure before January 1, 2026 are exempt from the operational limits |
None of that turns a sign into a billboard. It does mean you can now make your entrance easier to spot, and those details should match your Google listing word for word.
Maryland Dispensaries by County
The state's September 2026 data lists 124 dispensary addresses. Five jurisdictions account for more than half of them.
| County | Dispensaries listed | What we'd look at first |
|---|---|---|
| Baltimore County | 21 | The most locations in the state, spread across the suburbs around Baltimore City; your Google Maps spot is worth checking suburb by suburb |
| Montgomery | 20 | Borders D.C.; your listings should name the Maryland town plainly |
| Prince George's | 13 | Also on the D.C. border; we'd check which nearby dispensaries come up ahead of you along the main corridors |
| Baltimore City | 11 | A dense city market; we'd look at who shows up in each neighborhood |
| Anne Arundel | 11 | Annapolis plus a long stretch of suburbs, so each location needs its own clear listing |
| Howard and Frederick | 9 and 6 | We compare nearby dispensaries, check your Google listing's accuracy and review patterns, then point out gaps worth fixing |
| Garrett and Talbot | 0 | No dispensaries listed in the state data for either county; we'd check nearby licensed options and searches from surrounding areas |

Maryland Sales Are Steady, Which Raises the Stakes on Search
Total sales grew only modestly from $1.14 billion in 2024 to $1.17 billion in 2025, and 2026 is running at a similar pace, between $92 million and $109 million a month. Patient sales are a shrinking slice: $164.3 million of this year's total, with 77,686 registered patients in September, down from 79,306 in July. The sales tax rose from 9% to 12% on July 1, 2025, and the Comptroller collected $28.7 million in the April to June 2026 quarter alone.
Those statewide numbers don't show which dispensaries are gaining customers or where those customers previously shopped. Before recommending where to spend more, I'd size up your location against nearby competitors. Being the nearby dispensary with the right hours and a browsable menu gives you a better shot at the next visit.

Social Posts and Paid Ads Under Maryland's Adult-Audience Rule
The per-post notice is the rule I'd expect to trip up busy teams. Every Instagram or Facebook post that promotes your dispensary needs its own line telling viewers they must be 21 or older, even if your bio already says so. Check your last ten posts, especially those promoting your dispensary or products. If an advertising post is missing the 21+ notice, flag it for correction.
Your paid ads need audience data putting adults 21 and over at 85% or more, and the 2026 law now requires the state to accept the media company's own recent data. That helps, but it still rules out many general-audience buys. For sponsorships, the state takes an attestation from someone with firsthand knowledge of the event, and it has until January 1, 2027 to set the formal rules. We plan your paid media around those limits and keep the data on file, because fines climb fast with each repeat violation.
How AI Assistants Answer Questions About Maryland Dispensaries
When someone in Silver Spring asks ChatGPT which dispensary nearby has a medical line, or a commuter asks Google which Towson shop opens earliest, what comes back may draw on facts about your dispensary that the assistant can locate and verify. A date-of-birth screen that hides those details from Google, or hours that differ between your sign, your site and your listing, both make you easier to skip. We make every listing agree on each dispensary's name, address, hours and patient options, write them as plain text the screen doesn't hide, and add hidden code to each page that repeats those same details for Google.
Three Steps We Take With a Maryland Dispensary
1. Fix the Age Screen and Listings
We start by checking your date-of-birth screen, required 21+ notices and each Google listing. Advertising violations can bring fines, while inaccurate listings create a separate problem for customers trying to find you.
2. Build Location Pages Shoppers Can Use
Each of your dispensaries gets its own content with hours, directions, adult-use and patient options and a menu that loads, so nearby shoppers in its part of the county can find it.
3. Add Paid Media Only With the Data in Hand
Ads go live once the audience data clears 85%, and every month you get each dispensary's Google Maps spot, click count and direction requests.

Maryland Cannabis Marketing FAQs
What Audience Rule Applies to Maryland Cannabis Ads?+
At least 85% of the audience for TV, radio, internet, app, social media, other electronic or print advertising must be expected, on recent and readily available audience data, to be 21 or older.
Can Maryland Dispensaries Put Up Billboards?+
No. Maryland still bars cannabis advertising on billboards and other publicly visible spots. The 2026 sign law added limited exceptions for identification and operational signs at the dispensary.
What Age Screen Does a Maryland Dispensary Website Need?+
A neutral screen that asks for a date of birth before showing content or collecting personal information. Yes/no buttons, skip cookies and automated checks without a birth date don't meet the state's guidance.
Do Maryland Cannabis Social Media Posts Need a Warning?+
Yes, when the post advertises your dispensary or its products. Each of those posts needs its own notice that viewers must be 21 or older, and a pinned post or a line in the profile doesn't count.
What Are the Fines for Breaking Maryland's Cannabis Ad Rules?+
Up to $1,000 for a first violation, up to $10,000 for a second within 24 months, up to $25,000 for a third and up to $50,000 for each one after that within 24 months.
How Big Is Maryland's Cannabis Market?+
The state reports $1.17 billion in sales in 2025 and $917.2 million from January through September 2026, with 128 dispensary licenses.
Can a Maryland Dispensary Sponsor an Event?+
Yes, if the audience meets the 85% rule and the content follows the other ad rules. The state accepts an attestation from someone with firsthand knowledge of the event, and signs mustn't be visible to people outside it.
Is ColaDigital Based in Maryland?+
No. We work remotely, building each plan around the Maryland counties where your dispensaries operate.
Do You Work With Maryland Growers and Processors?+
Yes. Growers and processors fall under the same advertising rules, and we handle their SEO and their ads with the same rules in view.
