Sacramento Caps Storefront Dispensaries at 43 and Fills New Permits From a 2021 Applicant List
The city's Office of Cannabis Management listed 38 issued storefront dispensary permits as of May 6, 2026: 21 for over-the-counter sales only and 17 that also carry a delivery add-on. The cap is 43, and new storefront permits go only to the top scorers from the city's 2021 application round, so there's no open-market way in for a new rival. Delivery-only permits went the other way, falling from 49 in October 2025 to 40.
I work with Sacramento dispensaries, delivery services, CORE equity owners and cannabis brands on local search, Google's map results and how AI tools describe them. ColaDigital is remote, with nobody on the ground in Sacramento. My opening check on a Sacramento shop is plain enough: what comes up when someone in Midtown, Natomas or South Sacramento searches for pickup or delivery, and whether your hours and delivery area read correctly in those results.

Sacramento Cannabis Retail Permits by Type
| Permit type | October 24, 2025 | May 6, 2026 |
|---|---|---|
| Storefront dispensary | 23 (22 issued, 1 pending) | 21, all issued (4 held by CORE owners) |
| Storefront with delivery | 15 | 17, all issued (5 CORE) |
| Delivery only | 49 (42 issued) | 40 (36 issued, 4 pending) |
| Microbusiness with delivery | 11 | 12 (10 issued, 2 pending) |
| All cannabis permits citywide | 327 | 322 (292 issued, 30 pending) |
Taken from Office of Cannabis Management careholder meeting slides of October 29, 2025 and May 6, 2026, read October 28, 2026. These are city permits; the state license count can differ because medical and adult-use licenses can now be held separately. CORE is the city's cannabis equity program.
Storefront permits held at 38 across the two dates, while delivery-only permits dropped by nine. Delivery still makes up a big share of the list, with 17 storefronts that deliver and 40 delivery-only permits. None of these counts shows who ranks where, so I'd run pickup and delivery searches from your own address before deciding where the budget goes.
How a New Sacramento Dispensary Gets Its Permit
The council raised the storefront cap from 40 to 43 in April 2025, and all three new permits were reserved for CORE applicants. The city's storefront checklist says applications come only from the highest scorers of the 2021 request for qualifications, and its CORE page lists deadlines for remaining participants running from April 1, 2027 to May 23, 2030. The city's May 2026 figures show 38 issued storefront permits against a cap of 43, leaving a difference of five. That doesn't establish how many additional dispensaries can actually open, so I'd check the remaining permits and pending applications before treating those spaces as available.
If you're a CORE owner getting ready to open, that runway is long enough to have your Google listing, site and menu ready well before the doors open. The city's own CORE material also mentions Equity Week video interviews owners may use in their marketing, which is a better story than most stock photos.

Elk Grove, Folsom and Suburbs Reported Without Storefronts in 2024
Unincorporated Sacramento County has prohibited dispensaries since April 2019. The Sacramento Bee, citing state data in April 2024, reported that only the City of Sacramento and Isleton allowed storefront or delivery retail in the county, with Elk Grove, Citrus Heights, Folsom, Galt and Rancho Cordova saying no. Elk Grove also bans delivery into the city.
The 2024 reporting identified several Sacramento County cities without licensed storefront retail. I'd check each city's current rules before assuming that situation hasn't changed. Whether you can deliver into a particular suburb is a legal question, especially in Elk Grove, and I'd want your attorney's answer before your listing or site names a city as a delivery area. Citrus Heights studied lifting its ban in 2024 and paused; I haven't seen a later decision there or in Galt.
Sacramento's 2026 Consumption Lounge Pilot
On June 23, 2026 the council approved a five-year lounge pilot by a 6 to 1 vote, after rejecting an earlier zoning package in November 2025. As reported by Abridged and MJBizDaily, a non-smoking lounge (edibles and drinks) costs $7,238 a year and a smoking or vaping lounge $9,651, CORE owners are exempt from those fees, a lounge can take up 1,500 square feet or half the dispensary, whichever is smaller, and it can only serve products bought on site. Each one needs a council-approved conditional use permit. In April 2026, ahead of that vote, the city said no lounge had opened yet, and I haven't confirmed one since.
If you apply, the marketing questions start early. I'd treat lounge photos, event posts and any promotion as cannabis advertising under California's rules, with the same limits as the rest of your dispensary. Our California page covers those rules.
Sacramento's City Cannabis Tax and the Permit Condition Tied to It
Sacramento charges a 4% cannabis business tax on gross receipts, paid monthly, and the 2024 Measure C business tax increase left cannabis businesses out. California's cannabis excise tax went back to 15% on October 1, 2025. I haven't checked how the city and state taxes combine on a receipt, so I wouldn't advertise a "tax included" price until your accountant has.
The detail I'd flag is newer. Under an Office of Cannabis Management policy dated July 10, 2026, paying city taxes on time is a condition of your permit, and falling behind can lead to denial, suspension or revocation. A suspended permit means updating your listing hours and site right away, which no owner wants to do.
Buffers and Dispensaries That Sit Close Together
Sacramento's current rules, as summarized in a city council direction memo, keep dispensaries 600 feet from K-12 schools, parks, youth facilities and other listed uses, including other dispensaries, with another 300 feet from residential zones, though the Planning and Design Commission can approve some sites inside a buffer. The same memo found that about a quarter of existing dispensaries sit within 600 feet of another one. Proposed buffer changes were part of the package voted down in November 2025, and the city's May 2026 slides said zoning talks were postponed, so I treat the current rules as unconfirmed until the updated Title 17 text is posted.
If your dispensary is one of the close pairs, a search from your own sidewalk shows whose listing appears first, and accurate hours, categories and photos are where I'd begin.
What We've Published So Far
There's no published California SEO case study from us yet; in this state, our published work has been display campaigns for the ZourStash, LegalHigh and IceKream brands. The search tiles further down track dispensaries in Canada and Texas, each on its own timeline, and none of them predicts what a Sacramento dispensary will see.

Let Vee Look at Your Sacramento Pickup and Delivery Results
Share your website and the neighborhoods you deliver to. I'll search pickup and delivery terms across those areas, compare your listing with the Sacramento dispensaries and delivery services that show up, walk through checkout on my phone, then send three changes, the most urgent one at the top.
- Your map spot for pickup searches near your door
- Delivery area, hours and license number as shown online
- Lounge or CORE details, where they apply
There's no fee. Vee looks at each Sacramento request himself, and a reply normally lands inside two business days.
Sacramento Dispensaries in ChatGPT and Google's AI Summaries
Someone in Natomas asking an AI tool for late-night delivery may get an answer assembled from your site, the Google profile for your address and a few cannabis directories. With delivery-only services, storefronts that deliver and lounges now permitted, it's easy for those answers to describe a dispensary's service wrongly. Our part is laying out your hours, delivery zones and services in a form those tools read well, fixing the listings you manage and sending correction requests to platforms we don't control. I'd start by making sure your delivery areas are correct on your website and business listings. That's worth fixing whether an AI assistant mentions your dispensary or not.

What Sacramento Dispensary Marketing Costs (USD)
A Sacramento engagement costs $2,000 per month at minimum. Display ads, a second location, delivery-area work or a lounge launch can take a plan above $10,000. I'll look at your site, your permit type, the dispensaries near you and the work you're asking for before I suggest a monthly figure. Google and other ad platforms bill your card for spend, and 30 days' written notice from either party ends the arrangement. Canadians are quoted in CAD, and our pricing page lays out what each service starts at.
