Riverside's First Dispensaries Opened in 2026, One Ward at a Time

Until 2023 the City of Riverside allowed cannabis testing labs and not much else. On February 28, 2023 the council voted 5 to 2 to permit up to 14 storefront dispensaries. In July 2025 it approved a first round of seven permits, one in each ward, with the other seven ranked applicants left waiting. The Raincross Gazette reported the city's first dispensary opening on Magnolia Avenue in March 2026 and a second on University Avenue in July.

That makes Riverside a brand-new retail market next to cities like Corona and Moreno Valley, which issued their permits years earlier. I help Inland Empire dispensaries, Riverside permit holders who haven't opened yet and cannabis brands get found on Google, rank on its map and read correctly in AI answers. ColaDigital works remotely, and nobody on our team lives in Riverside. For a dispensary that just opened, my first look is simple: does your listing exist yet, does it show the right ward address, and what comes up for a shopper a few blocks away.

Riverside's Retail Cannabis Rules So Far

RuleWhat the city and local press report
Storefront capUp to 14 storefront permits under the 2023 ordinance; the first round is seven, one per ward (July 2025)
Permit typesStorefront retail with or without delivery; no delivery-only businesses, microbusinesses or cultivation
School and child buffersA 1,000-foot gap from K-12 schools, plus 600 feet from licensed day cares and community centers (city, March 2023)
Parks and districtsRetail 1,000 feet from parks, and no cannabis businesses in Downtown or Midtown, approved July 2025 as reported by the Raincross Gazette
Storefront graphicsNo visible graphics of cannabis or cannabis products, per the city's 2024 applicant FAQ
City taxMeasure B (March 2024) lets the council charge up to 10% of a cannabis business's gross receipts

From the city's March 1, 2023 press release, its commercial cannabis program page, applicant FAQs (March 2024 and January 2025), the 2025 retail guidelines, the City Attorney's Measure B analysis and Raincross Gazette coverage (June and July 2025), checked October 28, 2026. The council's July 2025 ordinance record wouldn't load for us, and neither would Municipal Code chapter 5.77, so the park and district limits are credited to the press, and the tax rate the council actually set isn't confirmed.

The no-graphics rule matters more than it looks. If your storefront sign can't show a leaf, your Google listing photos and website do the work of telling a driver on Magnolia what you are. I'd make sure the listing has a clear photo of the entrance, the street number and your state license, so a new shopper isn't guessing.

Seven Ranked Applicants Are Still Waiting

The July 2025 vote let seven applicants move ahead, one per ward, and left seven more in line under the 14 cap. Staff were to come back after a year on whether to issue more. I haven't seen that report or any vote on it. When, or whether, the next seven go out is still open.

The state's licensing site shows two more active retail licenses at City of Riverside addresses beyond the two dispensaries the Gazette covered. An active state license doesn't tell me whether either dispensary has opened or when it plans to. I'd check their operating status before treating them as new local competitors. If you're still waiting on your permit, I'd get your website and location information ready first. Once your opening is confirmed, we can check when your Google listing is eligible to go live.

Corona, Moreno Valley and the Rest of Riverside County

Going by the state regulator's March 2026 list, 17 of Riverside County's 28 cities allow storefronts, and so does the unincorporated county, as our California page also reports. The neighbors each run their own system:

  • Corona allows one storefront per 15,000 residents, which the city says caps it at 12, and lists 8 permitted dispensaries while warning some may not be open
  • Moreno Valley caps storefronts at 25 under a 2022 resolution
  • Perris says it's no longer taking new retail applications
  • Palm Springs has paused new retail applications, and city staff counted four consumption lounges operating in July 2026
  • The unincorporated county requires 1,000 feet between retailers and listed 13 operating dispensaries in a February 2025 Board of Supervisors review

A group with dispensaries in two or three of these cities needs a separate Google listing per address, each carrying that location's hours and that city's rules. Blend them, and a Corona dispensary can end up advertising Riverside hours.

Local Cannabis Taxes Around the Inland Empire

Riverside's Measure B allows up to 10%, and I haven't confirmed the rate the council set. Moreno Valley's Measure M allows up to 8%. The Palm Springs Post reported Palm Springs cut its effective retail rate from 10% to 5% in May 2024. The unincorporated county works through development agreement fees rather than a tax rate. I won't stack those into a combined figure for your shoppers; I'd just make sure your menu says plainly whether posted prices include tax.

Moreno Valley's own financial report shows its cannabis business tax bringing in $3.40 million in fiscal 2022 and $2.19 million in fiscal 2025. That's tax collected, and rate changes can move it, so I wouldn't read it as a sales trend.

Unlicensed Smoke Shops in Riverside

On October 23, 2024, before any licensed dispensary had opened in the city, California's tax agency seized cannabis products from three Riverside smoke shops on Arlington Avenue and Pine Street, calling each an unlicensed cannabis business. Shops like that can look a lot like a dispensary in a quick search. What a licensed dispensary controls is its own listing: the right category, real storefront photos and the state license number where a shopper can see it.

Our Published Results, and Where They Come From

So far we haven't published any SEO case study from Riverside, or from California. Our California record is display advertising, run for three cannabis brands: ZourStash, LegalHigh and IceKream. The search tiles track a Dallas shop and two Canadian dispensaries, each over its own months, and none of them tells you what a Riverside dispensary will see.

For a single new dispensary, the Dallas tile is the one I'd read first: one location, working on the searches right around it.

Have Vee Check Your Riverside Dispensary Before the Next Round

Share your site. I'll search from your Riverside address and from one city over, list the dispensaries that land next to yours, try your menu from my phone and email three fixes back to you, the most pressing one first.

  • Whether your listing shows the right address and ward
  • Photos, category and license number on your listing
  • Delivery area, if your permit includes delivery

Every Riverside request is read by Vee, and answers usually go out in two business days.

New Riverside Dispensaries and AI Answers

Type "dispensary in Riverside" into an AI assistant and the reply may draw on your website, your Riverside Google listing and cannabis directories written before the city's first openings. A dispensary that opened this year has a short record online, so the details it does have need to be right. Our work is putting your address, hours and services on your site in plain, consistent wording those assistants can pick up, correcting the listings you control and sending update requests where another site holds the record. For a dispensary that just opened, I'd get those basics consistent everywhere before anything else.

How We'd Start With a Riverside Dispensary

  1. Search From Your Ward and a Neighboring City

We log the licensed dispensaries that appear at your door and over the line in Corona, Moreno Valley or Jurupa Valley.

  2. Build or Correct the Listing

Before anything else, your address, hours, photos and license details get set up or corrected in your Google profile and across your site.

  3. Report Monthly by Address

A short monthly report per location shows its map position and the clicks, calls and direction requests that came from Google.

Riverside Dispensary Marketing Costs (USD)
