Your St. Louis Dispensary's Hours, Buffers and Tax Depend on City or County Lines

The City of St. Louis isn't part of St. Louis County. It writes its own dispensary zoning through the Board of Aldermen, the county's rules cover only unincorporated areas, and towns like Maplewood, Florissant and Des Peres each set their own. Two dispensaries ten minutes apart can face different closing times, school buffers and local taxes.

St. Louis dispensaries, microbusiness licensees and Missouri brands work with me on how they appear in Google results, on Google Maps and in chatbot answers. We're a remote team, without a desk anywhere in St. Louis. Before anything else for a St. Louis client, I pin down which government's rules apply at the address, because your listing hours and the tax note on your menu both follow from that.

City of St. Louis Rules Next to St. Louis County's

TopicCity of St. LouisUnincorporated St. Louis County

School bufferWaived for dispensaries, KMOV reported in November 20231,000 feet, recommended by the county planning commission in January 2023
Local adult-use tax3%, collected since January 20243%, approved by county voters in April 2023

From the city's ordinance summary pages for Ordinances 70982, 71633 and 71897, STLPR (September 27, 2024; November 20, 2023), KSDK (2024), KMOV (November 2, 2023), Call Newspapers (January 26, 2023) and Riverfront Times (April 4, 2023), checked October 28, 2026. The ordinance PDFs themselves were blocked when we tried them, and we couldn't confirm that the county council adopted the 2023 recommendations, so check both for your address.

The City's Later Closing Time

The Board of Aldermen voted 12 to 0 on September 27, 2024 to extend dispensary hours, and the change took effect October 11, 2024. STLPR reported the new window as opening at 8 in the morning and closing at 10 every night, two hours later than the old close. I couldn't open the ordinance itself, and one newspaper described a city dispensary open until midnight in January 2025, so I'd confirm your permitted hours before you set them online.

Once you know the permitted hours, I'd line up the opening and closing times that Google, your website and your online menu each display, so they all agree.

School Buffers Differ Across the City Line

When medical cannabis arrived in 2019, STLPR explained that Missouri's constitution set a 1,000-foot distance from a school, church or day care unless a local government chose a shorter one. KMOV reported in November 2023 that the City of St. Louis had waived that spacing for dispensaries, and no later ordinance putting it back turned up in my search. The county's planning commission recommended keeping the full 1,000 feet in January 2023, while Creve Coeur and Ellisville cut theirs to 300 feet back in 2019.

The reports don't establish which spacing rule applies to a proposed dispensary today. I'd confirm the current city requirements before advising you about nearby locations, then check the actual dispensaries appearing around your address on Google.

Local Cannabis Tax After the Missouri Supreme Court Ruling

City voters approved a 3% tax on adult-use sales in April 2023 with more than 62% in favor, and a missed state deadline pushed collection back to January 2024, STLPR reported. Medical sales aren't affected. In July 2025 the Missouri Supreme Court ruled 6 to 1 that only one local government can collect the 3% on a sale, the city inside an incorporated area and the county outside them, the Missouri Independent reported. The case came from a Florissant dispensary whose customers had been paying both.

As I read it, the City of St. Louis isn't inside a county, so its tax never doubled up. If your dispensary is in a county municipality, check that your point-of-sale rate changed after the ruling and that any tax note on your menu matches what customers actually pay.

Missouri's Hemp Law and Your Customer Data

Governor Kehoe signed Missouri's intoxicating hemp law on April 23, 2026. From November 12, most THC gummies and drinks now sold in smoke shops and bars are set to be sold only in licensed dispensaries, to adults 21 and over, the Missouri Independent and STLPR reported. KCUR covered a federal challenge to the law in August, and I haven't seen a ruling on it. A Senate amendment from St. Louis Sen. Karla May also limits what dispensaries can keep: as STLPR described the bill, you can't hold on to customer ID data unless the customer opts in.

That second part is the one I'd check first. If your loyalty program or text list is built from scanned IDs, ask your attorney how the opt-in has to work before November 12. I'm honestly not sure how it applies to records you already hold.

Unlicensed St. Louis Sellers and the State's Response

Of the 33 unlicensed sellers Missouri's attorney general ordered to stop in March 2026, 18 were in the St. Louis region, several with "Dispensary" in their names. A month earlier the office had sued a hemp shop just south of downtown over THC products packaged like candy, and city police searched a downtown vape shop after an undercover THC gummy purchase, First Alert 4 reported. The state also launched a Verified Dispensary decal in February 2026, with a QR code leading to its map of licensed locations.

I'd check that your state license details are easy to find on your website and that your Google listing matches the state's licensed-location map. If you display Missouri's Verified Dispensary decal, make sure shoppers can see it clearly.

Illinois Dispensaries Across the Mississippi

Illinois dispensaries in Sauget, Collinsville, Fairview Heights and Edwardsville are a short drive from downtown. After Missouri's adult-use sales began, Collinsville's cannabis tax revenue fell 38% from 2022 to 2023, and Illinois sales to out-of-state buyers dropped about 30% in February 2023, STLPR reported in February 2024. Those are Illinois figures, two or three years old, and they don't show where your customers come from. We keep campaigns on the Missouri side, and I'd talk to your attorney before any ad reaches Illinois addresses.

What We Can Show From Other Markets

We have no published case study from St. Louis or anywhere in Missouri. These tiles come from a Texas clinic and dispensaries in other markets, each measured over its own period. They're a fair picture of our methods, and they don't predict what a St. Louis dispensary should expect.

"After roughly 5 months of working with ColaDigital, we can confidently say that we made the right choice and we have seen more traffic to the site and more leads coming in."
Don HenkeDon Henke, Sales Manager, MMI Agriculture
"I wanted to share that we've gone with an agency out of Canada that has built a Hemp/CBD/Cannabis client practice. They don't do anything else. Price + personality + expertise all line up very well for us."

See Where Your St. Louis Dispensary Lands on the Map

Point me at your site. Starting from your St. Louis address and then from over the city or county line, I'll record the licensed dispensaries Google ranks around you, try your menu the way a phone shopper would and send three fixes in the order I'd tackle them.

  • Listing hours set to your city or town's limit
  • Menu tax notes after the 2025 ruling
  • Name and address matched to the state's licensed map

No fee, and Vee replies to St. Louis requests himself, generally within two business days.

Asking an AI Chatbot for a Dispensary Near the Arch

Someone asking a chatbot for a dispensary near the Arch or the Loop may get a reply pulled from a mix of dispensary websites, Google Maps entries and cannabis directories, and some of those sources may not separate a licensed dispensary from a smoke shop with a similar name. We make your address, hours and license readable as ordinary text on your site, bring the listings registered to you up to date and ask other sites to fix theirs. For a St. Louis dispensary, I'd check that each listing has the correct city, address and hours, especially if you're near a municipal boundary. That also gives AI assistants clearer information to work with.

Monthly Costs for St. Louis Dispensaries (USD)

Expect $2,000 a month for a St. Louis dispensary's entry plan. With paid media, several locations across the city and county or a new website, you could be at $10,000 or above. I won't put a number on it until I've seen your site, your license, the competition around you and the work you want handed over. Ad spend is invoiced to your own account by Google, Meta and the others, never through us. The work stops 30 days after you or we give notice. Canadians are quoted in their own dollar, and service-by-service starting prices are on our pricing page.

St. Louis Dispensary Marketing FAQs

Is the City of St. Louis Part of St. Louis County?

No. The city is independent, so its dispensary rules come from the Board of Aldermen, not the county.

How Late Can City of St. Louis Dispensaries Stay Open?

Until 10 p.m. since October 11, 2024, as STLPR reported. Confirm the exact hours in the ordinance.

Is There a School Buffer for St. Louis Dispensaries?

KMOV reported in 2023 that the city had waived it, and I found nothing restoring it. The county planning commission recommended 1,000 feet, and some towns set their own.

Do St. Louis Customers Pay Two Local Cannabis Taxes?

They shouldn't. The Missouri Independent reported that in July 2025 the state Supreme Court allowed only one local 3% per sale, which mainly affects county towns with their own tax.

When Do Hemp THC Products Move Into Dispensaries?

Missouri's law sets November 12, 2026, though a federal lawsuit challenges it.

Can a St. Louis Dispensary Keep Customer ID Data?

Under the hemp law as STLPR described it, only if the customer opts in. Ask your attorney how that applies to your loyalty records.

Should I Market to Illinois Shoppers?

We don't target Illinois addresses, and I'd get legal advice before any campaign that crosses the river.

What Does St. Louis Dispensary Marketing Cost?

$2,000 a month is the starting point in USD, and paid media or more locations take it past $10,000. Ad spend goes through the platforms, and a 30-day notice period applies on both sides.
