Oakland's Dispensary List Shows 12 Permitted, 8 Closed and 5 Approved but Not Yet Open
Those numbers come from the City of Oakland's permitted dispensaries list as I read it on October 28, 2026. The list isn't dated, though it mentions a September 2026 hearing. Eight names sit under "currently closed", and three of the five approved permits still list their location as pending.
I help Oakland dispensaries, equity operators, delivery services and cannabis brands show up accurately when East Bay shoppers search on Google, scroll its map or ask an AI tool. ColaDigital works remotely, without an Oakland office. In a city where some dispensaries have closed and others have been broken into, the first thing I check is blunt: does Google tell a shopper in Temescal or by Lake Merritt that you're open right now, and is that true?

Oakland's Dispensary Permit Rules at a Glance
| Topic | What city records show |
|---|---|
| Permit rounds | The 2017 round offered eight dispensary permits, four by staff scoring and four by public drawing for equity applicants; a 2020 round sought eight more |
| Equity businesses | The city counted 50 permitted equity cannabis businesses in April 2026, across all license types |
| Spacing | At least 600 feet from any K-12 school, youth center or other dispensary, measured door to door along the walking path; the City Administrator can waive it |
| Zones | Commercial or industrial zones only, after a public hearing; the residential buffer was dropped in 2016 |
| Security | A police security inspection before the permit, with conditions such as cameras, monitoring and on-site guards |
From the city's permitted dispensaries page, its April 20, 2026 equity news release and city hearing decisions from 2022 that quote Municipal Code 5.80.020, checked on October 28, 2026. The current Chapter 5.80 text wouldn't load for us, so confirm spacing and zoning for your address there.
The 600-foot rule is measured along the path you'd walk, not as a straight line on a map. California's separate 1,000-foot limit on signs near schools still applies to your advertising either way (our California page covers it).
East Bay Cities With and Without Storefronts
By the state's March 2026 list of local ordinances, 7 of Alameda County's 14 cities don't allow storefront dispensaries. Summaries of that list by other agencies name Fremont, Dublin, Pleasanton, Livermore, Newark, Albany and Piedmont; I haven't checked each name against the list myself. Across the cities that do allow them, room is tight. Berkeley caps storefronts at seven and had five operating when its council took up a new one in June 2026. Hayward's permit page, updated in June 2026, says it isn't taking new storefront applications. San Leandro caps retail at three.
For an Oakland dispensary that delivers, the question is which of those cities you can legally serve and say so. I'd settle that with your attorney first, then list the actual delivery area on your Google listing and site, city by city, so nobody in Pleasanton orders expecting a delivery you can't make.

Oakland's Tiered Cannabis Business Tax
Oakland taxes cannabis retail gross receipts in tiers under Municipal Code 5.04.205, per a copy of that section posted by an unofficial code host: $1.20 per $1,000 (0.12%) up to $750,000, $40 per $1,000 (4%) from $750,000 to $1.5 million and $50 per $1,000 (5%) above that. Equity retailers stay at the lowest tier up to $1.5 million. I haven't confirmed on the city's own tax page whether those tiers apply to each slice of revenue or to the whole amount, so check with the city or your accountant before you plan around them.
Oakland voters approved the country's first marijuana business tax back in 2009, and Measure V in 2018 let the council cut rates, opening the way to the current tiers. For marketing, the tax mostly matters when you post prices: say plainly whether tax is included.
The Equity Mark and the Oakland Legendary Campaign
In April 2026 the city launched a certification mark that equity operators can put on packaging, ads and retail windows, along with an "Oakland Legendary" awareness campaign produced by Oaksterdam University that runs to April 2028, with free promotion and a brand kit for participants. The city's own billboards along I-880 are part of that campaign; they're a city program, and licensees still can't advertise on interstate billboards.
If you're an equity owner, that mark is worth using on your site and listing photos once you're certified. The city's grant page also lists marketing as an allowed use of grant money, though the current state-funded grant is closed to new applicants and its grant period ends October 31, 2026, and city loans are paused. I haven't confirmed whether non-equity dispensaries can join the campaign.
Break-Ins, Closures and What Google Says About Your Hours
KTVU reported ram-raid burglaries at Oakland dispensaries in October 2024 and again in August 2025, with some locations hit twice. When you're shut for a day or a week, the Google listing is easy to forget. If a break-in forces you to close, update Google right away. Use special hours for a closure lasting seven days or less, or mark the dispensary temporarily closed if it's shutting for longer. Check the listing again when you reopen so shoppers see the correct status.
The same goes for the closed names on the city's list. If you've taken over or reopened a former location, check that old listings at that address aren't still competing with yours.
Consumption Permits in Oakland
Oakland issues on-site consumption permits under Municipal Code 5.80.025; one 2022 hearing decision approved indoor use away from public view, with ventilation upgrades. A May 2025 ordinance on the council agenda would allow smoking in those spaces, and an advocacy group's 2026 fact sheet describes it as passed, limited to separately enclosed, ventilated rooms. I haven't seen the city's final record. If you run a consumption space, list it as its own service with its own hours, separate from retail.
Our Published Work and Where It Comes From
We've yet to publish a California SEO case study. Our California record so far is display ad work for ZourStash, LegalHigh and IceKream, three cannabis brands. The three search tiles come from Ontario and Texas dispensaries, measured over different periods, and none predicts an Oakland outcome.
"I wanted to share that we've gone with an agency out of Canada that has built a Hemp/CBD/Cannabis client practice. They don't do anything else. Price + personality + expertise all line up very well for us."
Daniel Stoops, Founder and COO, Danodan.com, Portland, Oregon"Worked with Vee for almost two years and found him extremely accessible and always available. He took the time to explain not only what was being done, but why."
Alex Salaman, LabstatOwners running several East Bay locations should read the Ontario group study first, since each of its dispensaries was measured against the competition right around it.

Have Vee Check How Oakland Shoppers See You
Once I have your website, I'll search around your Oakland address and a couple of the East Bay cities you serve, compare your listing with the dispensaries that appear beside it, test your open status and menu from a phone and write back with three fixes, most pressing first.
- Open status, hours and old listings at your address
- Your map spot near the dispensaries closest to you
- Delivery cities and equity details, where they apply
Vee goes through Oakland requests himself and tends to reply in about two business days.
How AI Assistants Talk About Oakland Dispensaries
A shopper asking an AI assistant which Oakland dispensary is open tonight may get an answer drawn from your site, the Google listing tied to your address and cannabis directories that may not be up to date. We set your site up so those tools can pick out your hours, services and delivery area, correct the listings in your hands and flag outdated ones to the platforms that run them. I'd start with your hours. If an AI assistant gets your closing time wrong, I'd check where that information came from and correct the listings we manage.
