Washington State Dispensary SEO and Compliant Advertising

Washington Lets Your Dispensary Run Coupons Again, While Sales Keep Sliding

You can run coupons at your Washington dispensary again, but a lot of what's online about the rules still describes the old version, and statewide sales have slid since 2021.

On July 4, 2026, Washington rewrote its cannabis advertising rule. Coupons came off the banned list, and the statute behind it had already raised the sign limit to four on January 1. Even the Liquor and Cannabis Board's own FAQ still describes the old version. The Board's October 21, 2026 list shows 457 active cannabis retailers, and no new retail licenses are on offer outside the Social Equity Program. ColaDigital helps Washington dispensaries get found in Google search, Maps and AI tools, with websites, ads and signs that fit the state's ad law and rule.

  • Medical: 275 retailers hold a medical cannabis endorsement, 272 of them active
  • Tax: $438.4 million in cannabis excise tax for fiscal 2025, down from $454.7 million a year earlier (Board annual report)
  • Signs: four advertising signs of up to 1,600 square inches each, plus up to two trade name signs and text-only billboards
  • Warnings: four required statements on most ads, in type at least 10% the size of the largest type
  • Penalties: $1,250 for a first advertising violation, rising to a 30-day suspension or $10,000 by the fourth

What the July 2026 Rewrite Changed for Coupons and Giveaways

The July rule change struck coupons from the promotional ban. You can now run them, with one hard floor: "Coupons may not discount the price of a product below the retailer's acquisition cost of the item." The statute says the same about selling or advertising cannabis under acquisition cost, with an exception for medical products given to qualifying patients.

Giveaways are still mostly out for you. The only giveaway allowed is an incidental one, like matches, that counts as paraphernalia, cost you fair market value, carries only your own branding, isn't tied to a purchase and is worth less than one dollar. Branded hoodies at the register don't qualify.

Before your next coupon goes live, take the deepest discount you plan to offer, apply it to the lowest-margin product it covers and hold the result next to that product's invoice cost. If the coupon price lands under the invoice, the coupon breaks the rule. I'd run that on every coupon, since a single code applied to a cheap pre-roll can cross the line without anyone noticing.

Signs at a Washington Dispensary: Four Plus Trade Name Signs

State law now allows you four advertising signs on the licensed premises, each no larger than 1,600 square inches, affixed to the building or hung in a window on the side with the main entrance. The Board measures "the physical perimeter of the sign," not the text inside it. On top of those four, you can use billboards and up to two trade name signs, and one of the trade name signs can be a double-sided pylon or monolith that counts as one.

Your outdoor signs, billboards included, are limited to text naming the business, its location and the type of business, with no cannabis plants or products pictured. A billboard is allowed only to identify the business and give directions to it. Small neutral signs under 512 square inches that show hours, an ATM or an open sign don't count as advertising at all.

1,600 square inches is a 40-by-40-inch panel. Walk out to the entrance side with a tape measure and count the advertising signs on their own, leaving aside your trade name signs and the small neutral notices. More than four advertising signs, or one 48-by-36 advertising banner (1,728 square inches), puts you over.

Washington's Cannabis Ad Rules for Your Pot Shop

We read the statute and the rule on app.leg.wa.gov. The rule opens by saying it applies "in addition to" the statute, so your ad has to clear both.

RuleYour ads in practice
Honest and sober adsNo false or misleading statements in your ads, nothing that promotes overconsumption, and no alcohol, tobacco, nicotine or driving imagery
Health claimsYou can't say cannabis has "curative or therapeutic effects"
Youth appealNo toys, inflatables, cartoon characters or design "especially appealing to children or other persons under 21 years of age," and no commercial mascots outside the business
1,000-foot bufferYou can't advertise "in any form or through any medium whatsoever" closer than 1,000 feet to school grounds, a playground, a public park, a library, a child care center or an arcade open to minors, unless a local ordinance has reduced it for some of those places
TransitYou can't advertise on vehicles, at bus stops, taxi stands, train stations or airports
Out-of-state adsYou can't run advertising that "specifically targets persons residing outside of the state of Washington"
21+ statementEvery ad of yours except trade name signs states that only adults 21 and over may buy or possess cannabis, in readable type
Four warningsRequired on all your ads except outdoor signs, at no less than 10% of the largest type
Other licenseesYou can't place cannabis ads inside businesses holding liquor, tobacco or vapor licenses
PenaltiesYou face $1,250, then a 5-day suspension or $2,500, then 10 days or $5,000, then 30 days or $10,000, counted over two years

If you sell in more than one state, Washington's content limits also sit in a side-by-side table with other states in our ad creative rules guide. Washington's rule that coupons can't go below cost is one of many deal limits in our every-state dispensary marketing rules guide.

Four Warnings Every Washington Pot Shop Ad Has to Print

Unless it's an outdoor sign, each Washington cannabis ad of yours must carry all four of these statements, word for word:

WarningRequired text
Intoxication"This product has intoxicating effects and may be habit forming."
Impairment"Cannabis can impair concentration, coordination, and judgment. Do not operate a vehicle or machinery under the influence of this drug."
Health risks"There may be health risks associated with consumption of this product."
Age"For use only by adults 21 and older. Keep out of the reach of children."

I'd expect the size rule to be the one that slips for you. A deal graphic with a 72-point headline needs the warnings set at 7.2 points or larger, and on an Instagram square that eats real space. Outdoor signs are exempt. The rule treats billboards and trade name signs as outdoor signs, so I read them as exempt too, though it doesn't say so in as many words.

No Audience Percentage, but Border Towns Need Care

Washington has no audience-share test like Colorado's 71.6% or Connecticut's 90%. Its limits are about content, place and who you aim at. That makes digital ads simpler to plan here than in Colorado or Connecticut, with one catch I'd flag for anyone near the state line.

Vancouver has 16 active retailers listed by the Board and sits across the Columbia River from Portland. Spokane has 22, and Pullman's six are a short drive from Idaho. The statute bars advertising that "specifically targets" people living outside Washington. My read is that an ad aimed at phones across the river, or a campaign about crossing into Washington to shop, is the kind of thing that sentence was written for. I'd aim every ad inside the state line and run it past your attorney if one is close.

Washington Cannabis Sales and Licensing in 2026

Your market is smaller than it was. Sales peaked in 2021 at just under $1.5 billion, according to the legislature's 2025 cannabis market study. State revenue figures reported by MJBizDaily put 2025 at roughly $1.14 billion, down from $1.18 billion in 2024. The Board's fiscal 2025 annual report shows $438.4 million in cannabis tax against $454.7 million the year before, from a 37% excise that the Board collects.

Washington's October 2026 list shows 457 active cannabis retailers. The Board isn't taking new retailer applications except through the Social Equity Program, and state law caps any owner at five retail licenses. With few new retail licenses being issued and statewide sales down, I'd look hard at how your dispensary compares with nearby competitors rather than assume every town is facing the same conditions.

With retail licenses largely frozen and sales down, I'd pay as much attention to keeping regular customers as finding new ones. That starts with getting the basics right: current hours, deals and menus wherever your dispensary appears online.

Where Washington's Licensed Cannabis Retailers Are

To show you where your rivals are, the Board's October 21, 2026 retailer list shows active licenses in 147 postal cities across 38 counties. Medical endorsement counts come from its endorsed retailer list of the same date.

Social equity retailers sit on a separate Board sheet and aren't in these counts. City medical endorsement counts include the three records the Board lists as pending.

Plenty of Washington has no legal cannabis retail. Cannabis Business Times, citing a statewide local-government research map, counts 81 of 229 mapped local governments that prohibit cannabis businesses. We haven't seen a current named list, so confirm with your city and county before you scout a new site.

Texas 420 Doctors sees Texas medical cannabis patients over video, and it's our closest match if your Washington dispensary holds a medical endorsement. For four months we managed its Google search and Meta advertising, which is where the tile's 1,580 leads came from, with nothing disapproved. The clinic switched to a rebuilt site in August 2026: a developer handled the code and design, and we handled SEO through the changeover. Medical ads in Washington don't get a pass on the rules: the 21+ statement applies to everything except trade name signs, the four warnings apply to everything except outdoor signs, and free product can go only to patients or designated providers holding a valid recognition card.

How Washington Shoppers Use AI Tools to Find a Pot Shop

When AI assistants answer local cannabis questions, they may draw on whatever they can find about you, often your Google listing, your own site, your menu provider and a few directories. Picture a visitor coming off the Bremerton ferry and asking ChatGPT for a weed store that's open late near the terminal. If your listing says you close at 10 and your website says 11, I wouldn't count on the answer being right about you.

We keep your hours, address, menu links and deals consistent on your site and on any listing we have edit access to, so Google reads what your customers see, even though nobody controls which retailer an assistant ends up naming.

How We Work With a Washington Dispensary

  1. Bring Ads, Coupons and Signs Up to the 2026 Rules

We start with what's already running: warning type sizes, the 21+ line, coupon prices against invoice cost, ads aimed near the state line, and the details on each Google listing.

  2. Give Each City Its Own Page and Listing

Your customers in Tacoma or Bellingham should reach the hours, menu, deals and directions for that exact location without digging through a statewide page.

  3. Add Paid Media and Report Monthly

Once your ads and their audiences are clean, we add paid campaigns inside Washington and report back monthly, location by location, on Maps views, site traffic and requests for directions.

Washington Cannabis Marketing Pricing (USD)

Washington programs open at $2,000 monthly. A group running several retail licenses, or paid media all year, can pass $10,000. Your number moves with how many shops you run, how many rivals surround them and how much repair your listings and ads require on day one. We bill US clients in USD and Canada-based clients in CAD, and ad spend is always billed apart from our fee.

Washington Dispensaries and Brands We Work With

We're the right fit for Washington cannabis retailers, medically endorsed or not, groups up to the five-license cap, and the producers and processors supplying them, so long as the aim is more shoppers from Google, measured, and kept inside Washington's ad law. If you're considering giveaways, coupons or ads that reach Oregon shoppers, I'll check what's allowed before recommending a campaign. There's no point spending your budget on advertising Washington won't permit. Labs and other suppliers to licensees are better served by our B2B case study.

For shops on both sides of the Columbia, our Oregon page covers Oregon's rules, and our Locations page lists every state we write about.

You can have four advertising signs of up to 1,600 square inches each on the main entrance side, plus up to two trade name signs and billboards.
