Trusted by Cannabis Brands, Retail Operators, and Growth-Focused Teams
Every logo represents a business that trusted ColaDigital with an important part of its growth. Some engagements focused on SEO, others on advertising, consulting, technical strategy, or long-term marketing support, but every relationship started the same way: understanding the business first before recommending a solution.
A Cannabis Advertising Agency Should Build More Than Approved Ads
Most cannabis owners think the hard part is getting the campaign approved. That’s only half of it.
A cannabis ad can get approved and still fall apart. The ad runs, but the page it sends people to creates risk. The budget gets spent, but the offer is unclear. The dashboard shows clicks, but your dispensary, clinic or sales team doesn’t feel any difference.
I’ve seen it plenty of times. A dispensary promoted a deal, but shoppers got sent to the wrong location. A clinic got leads, but the intake page made patients nervous before they knew what came next. A cannabis brand played it so safe that its page never gave anyone a reason to buy.
In cannabis, those aren’t just sales problems. They can turn into rejected ads, a restricted account and wasted budget, all at once.
- Rules checked first
- Platforms that fit your market
- Ads and pages that match
- Tracking that helps you see what’s working
ColaDigital helps dispensaries, medical cannabis clinics and cannabis brands plan and manage advertising around the rules in their markets. I review the ad, the offer, the page customers reach and what we can measure before recommending more spend. If you’re not sure ads are the right next step, start with a paid media audit.
Cannabis has been my full focus since 2017, and I’ve done SEO since 2004. I work with dispensaries, clinics, hemp companies, online sellers and cannabis suppliers across North America.
Compliance case study
Four Months of Cannabis Ads with Zero Reported Disapprovals
For Texas 420 Doctors, a medical cannabis clinic, we ran Google Search and Meta Ads in a restricted market for four months, with a landing page built for the campaign.
No ad disapprovals were reported across the full campaign, and it still produced 1,580 qualified leads: 847 from Google at about $31 each and 733 from Meta at about $13.

Platforms: Google and Meta
- The problemA medical cannabis clinic in a tightly regulated market, where one weak setup could get ads rejected and stall leads before anything improved
- What we didCareful ad wording, a landing page built to pass review, and tracking the platforms could actually support

How Compliant Cannabis Advertising Actually Works
- 1The offerIs it allowed, and is it clear?
- 2The pageIs it ready for paid traffic?
- 3The platformDoes it fit your market?
- 4ReviewWhat’s likely to get rejected?
- 5The pathCan someone actually order or sign up?
- 6TrackingAre we counting real customers?
Most agencies talk about compliant cannabis advertising as if the main job is picking the right platform. I don’t think that goes nearly far enough.
The platform matters, but it’s only one piece. The ad, the offer, the landing page, what you claim, which location you send people to, the menu, the intake form and the tracking all decide whether your ads stay up long enough to learn anything. For the bigger picture of how ad clicks turn into customers, read how dispensary advertising actually works.
So I don’t treat your ads as one campaign in one account. I treat them as a chain, and I check each link in order, starting with the six on the left.
Where campaigns usually break
It’s rarely the ad itself. It’s a page that feels risky, an offer that doesn’t match what people see after the click, a menu that buries the deal or a clinic form that makes patients doubt you. If your ads get clicks but your business doesn’t feel it, look at that whole path before you touch the targeting.
Channels That Can Work for Cannabis Advertising Right Now
Owners often ask which platform works best for cannabis. I think that’s usually the wrong question. The better one is which platform can handle your offer, your page, your market’s rules and the review process without turning into a constant fight. A platform that works well in one state or province can be a headache in the next.
Programmatic: Streaming TV, Display and Native
Programmatic is often worth considering when Google or Meta restricts what you can advertise. It gives us more control over where ads appear and which areas they reach, but every placement still needs to meet the rules. I’d judge whether it fits your business before recommending a budget.
Good for: the neighborhoods around your dispensary, people who already visited your site, and getting your name known. See Cannabis Programmatic Advertising.
Google Search: Selective and Careful
Search can work in narrow ways, depending on what you promote and how your pages are set up. It’s not the place for bold cannabis claims, loose keyword lists or pages that look risky the second a reviewer opens them.
Good for: searches for your name, education, cannabis services and tightly matched ads and pages. Start with Google Ads for Cannabis.
Meta: Brand First, Never Hard Sell
Meta can work when ads are framed carefully and point to safe pages. Owners get hurt when they push discount ads in a category that doesn’t allow them. If your account keeps getting restricted, a new ad usually isn’t the answer. The whole approach may be too aggressive.
Good for: education and brand content. See Meta Ads for Cannabis and Cannabis Facebook Ads Management.
Your Market’s Rules Set the Limit
Platform policy is only one layer. State, provincial and product rules decide what you can say, where it can show and how careful your page needs to be. I write the ad rules around the market you’re actually in, not generic cannabis advice.
See Cannabis Advertising Laws USA + Canada and Cannabis Advertising Laws Ontario.
Approval isn’t the win. The win is ads that stay up long enough to get better. Dispensaries, clinics, CBD and hemp brands and multi-location groups don’t all behave the same, so the safest platform on paper can still be wrong for you. When you’re ready for hands-on campaigns, see Cannabis Advertisements + Dispensary Advertising.

What Keeps Compliant Cannabis Paid Media Stable
Most problems with cannabis ads don’t show up clearly. They show up as approvals that come and go, ads that get limited, pages that put reviewers off, or campaigns that stay live but won’t grow. I’m looking for the weak spot before you put more money through it. These are the six things I check.
1 Your Market’s Rules
I match your business, market and products to platform rules and local law, so the plan starts from what’s allowed. A dispensary, a clinic, a CBD brand and a cannabis supplier each carry different risk.
2 The Right Platform
I look at how steady each platform is for a business like yours and how often it rejects ads like yours. Google can look great until a reviewer flags your page every time. Meta can look cheap until delivery keeps stopping.
3 Safe Ad Wording
I set what your ads can and can’t say before anything launches. A line that sounds harmless to you could look like a health claim or youth appeal to a reviewer.
4 A Landing Page That Converts
I check the page for anything that doesn’t match the ad, risky wording, missing disclosures, a confusing menu, a weak call to action or an age gate that loses people.
5 Ready for Review
Before more budget goes in, the offer, the page, the form and the tracking have to make sense together. That cuts the avoidable rejections that make a good campaign hard to keep running.
6 Staying Compliant After Launch
Approval isn’t permanent. A page update, a new promo or a change in how a platform enforces its rules can put a working campaign at risk, so I keep checking after launch.
A campaign that keeps needing a rescue isn’t growing. It’s surviving week to week. Repeated rejections can look like normal cannabis friction, but they’re often a warning that the page, a claim or the account needs fixing before it gets harder.
Landing Pages Are Usually the Real Bottleneck
In cannabis advertising, approval is often won or lost on the landing page, and it’s where most wasted ad spend starts. It isn’t about making the page pretty. It’s about making the next step obvious, safe and believable.
Here’s what that looks like in real life. Someone clicks for vape deals and lands on a full menu with no vape filter. Someone clicks a clinic ad and can’t tell if they qualify. Someone reads a careful CBD page and leaves because there’s nothing to do next.
Dispensary Ads
If the ad says 20% off vapes, people shouldn’t have to find the vape category, switch locations, close a popup and pass an age gate, only to find the product sold out. By then the click has lost its momentum.
Clinic Ads
If the ad asks someone to get evaluated, the page has to answer the obvious questions fast. Do I qualify? What happens after the form? Is this legit? How long does it take? A weak intake page makes good traffic look bad.
CBD Ads
CBD pages often play it so safe that the reason to buy disappears. Careful wording still needs a next step, a product to look at and enough confidence for someone to keep going.
Simple rule: the ad, the page, the offer, the menu, the location and the next step should all tell the same story. Sending more traffic to a weak page doesn’t fix anything. It just makes the waste bigger and the report harder to trust. Cannabis Advertising Landing Pages shows how to fix it.
Tracking and Reporting for Cannabis Ads
A good report answers your questions plainly: what’s bringing in customers, what’s wasting money, what got better, what got worse and what we should change next. A pretty dashboard doesn’t help if you still can’t explain what happened.
Tracking in cannabis is never perfect. Platforms don’t show everything, and some results only show up indirectly. So I focus on what you can actually use to make a decision, without claiming every sale can be traced back to an ad.
What I Track
- Calls and direction clicks
- Menu views and add-to-cart, where available
- Qualified leads and appointment requests
- Other actions that show real demand
What I Don’t Get Excited About
- Clicks and views on their own
- Busy dashboards
- Reports that never connect back to what’s happening in your dispensary or clinic
If an agency can’t explain what changed in plain language, the report is probably serving the agency, not you.

Why Cannabis Ads Fail
Ads rarely fail because a platform was unlucky. They fail for predictable reasons, and most of them sit underneath the ad, after the click. Our guide on why cannabis ads fail for dispensaries walks through where things slip. The same problems are what push up your cannabis advertising cost, because results depend on your pages and setup as much as your budget.
No Real Offer
If there’s no clear reason to act, no targeting will save the campaign. Being seen isn’t the same as being wanted.
Weak Landing Page
If the page confuses people or worries reviewers, the traffic won’t convert and the account usually gets weaker over time.
Wrong Destination
Sending people to the wrong page hurts your results and your approvals at the same time, and it does it fast.
Counting Only Clicks
If clicks are all you measure, the account can look busy while nothing useful happens after people land.
Platform First Thinking
Picking Google, Meta or programmatic before fixing the offer, the page and the message is how budget gets wasted.
Unrealistic Expectations
Ads move fast, but they don’t become reliable or profitable just because they’re live. They still need testing and fixing.
Ads make whatever is already true louder. If the offer is good, the page is clear and buying is easy, ads help faster. If those pieces are loose, the budget finds the cracks.
Should You Run Cannabis Ads Right Now?
Ads aren’t always the right first move. A good cannabis ad agency should tell you when to run them, when to slow down and when to fix the page, the offer or the tracking first.
Yes, Ads Should Probably Lead If
- You need customers sooner
- You have budget to test properly
- Your offer is clear
- Your dispensary or clinic can handle more people
- You’re willing to fix pages before spending more
Hold Off for Now If
- Your page is weak or your offer is vague
- You expect instant profit
- You’re hoping ads will cover up a bigger problem
- You want hacks, risky claims or someone who says everything’s fine while ads keep getting rejected
Don’t buy attention until you’ve decided what it should do. Visit, call, order, ask a question. Pick the action, then build everything around it.
Advertising vs SEO: Different Jobs, Different Timelines
Paid ads and SEO shouldn’t be lumped into one vague growth plan. Ads help when you need customers now. SEO matters when you want to be found even after you stop paying. Most cannabis businesses need both, each with its own job.
Advertising
Use ads when speed matters: a new location, a launch, a slow month, a clinic that needs leads faster or an offer you want to test. Ads stop the day the budget stops, and they punish weak pages fast.
SEO
Use SEO when you want to be found on Google and Maps without paying for every visit. It’s slower to build, but it keeps working once the right pages earn trust. See our cannabis SEO services.
Don’t use ads to hide weak search visibility, and don’t treat SEO as a reason to never test demand. Cannabis SEO vs Paid Media compares the two side by side.
If Your Ads Keep Getting Rejected, the Ad Probably Isn’t the Whole Problem
If approvals keep changing, leads feel thin or money keeps going out without confidence, the problem usually isn’t just the ad. It’s the platform fit, the page, the offer, the tracking or the setup underneath. Don’t keep feeding the same campaign and hoping the next tweak works. Fix what’s underneath first, then the budget has a real chance.
